One of the Borsa Lokantasi restaurants, located three minutes' walk from Taksim Square, on the northern end of Istiklal Caddesi, the main shopping high street.

It sits next to Starbucks.

While the food might not be haute cuisine, I find the meat kuvarma, the bread dessert and especially the leeks in olive oil extremely satisfying.

For about YTL18 to YTL22, you can get a decent meal of meat, rice, vegetables, coffee and dessert.
